4. Recognition of visitors present.

5. Council to recognize retiring Sergeant Hayes Russell and authorize issuing his badge and sidearm.

6. Mayor to proclaim the following observance:
NATIONAL BOY SCOUT ANNIVERSARY MONTH
February 2014

7. Council to consider the CONSENT AGENDA:
(a) Approve Minutes of the Regular Meeting of February 4, 2014.
(b) Adopt a Budget ORDINANCE amendment to the FY2013-2014 budget in the amount of $70,207 to appropriate grant funds from the North Carolina Department of Commerce.

8. Council to receive a Highlights and Goals presentation from the Salisbury Youth Council.

9. Council to consider an application from Mr. Robert Moore to operate a pool hall located at 2141 Statesville Boulevard:
(a) Receive a presentation from staff
(b) Hold a public hearing
(c) Consider issuing a permit to operate a pool hall at 2141 Statesville Boulevard.

10. Council to hold a public hearing regarding the use of 2014-2015 Community Development Block Grant (CDBG) and HOME Funds:
(a) Receive a presentation from staff
(b) Conduct a public hearing.

11. Council to consider adopting an ORDINANCE amending Chapter 10 of the City Code
regarding minimum housing standards:
(a) Receive a presentation from staff
(b) Hold a public hearing
(c) Consider adopting an Ordinance amending Chapter 10 of the City Code regarding
minimum housing standards.

12. Council to consider adopting an ORDINANCE amending Appendix D of the City Code
regarding membership for the Housing Advocacy Commission.

13. Council to consider appointments to various Boards and Commissions.

14. Council to receive public comments.

15. City Manager’s Comments.

16. Mayor’s Announcements.
(a) The City of Salisbury is seeking citizens who have an interest in serving on one of
the City’s Boards and Commissions. Applications are being accepted for all
boards and will be forwarded to Council as it considers its Boards and
Commissions appointments beginning March 2014. Information regarding the
Boards and Commissions and applications are available online at
salisburync.gov under the Boards and Commissions tab. Applications are
also available at the City Clerk’s Office located at 217 South Main Street, or by
calling 704-638-5224.
(b) A public session for the Innes Street and Long Street Complete Streets Corridor
Study will be held Thursday, February 27, 2014 from 5:30 p.m. until 6:30 p.m. at
First Calvary Baptist Church, 432 South Long Street.
(c) Other announcements.
