While shooting video for the FBA Law Enforcement Toolkit, Officer Bill Edgar and I encountered a motorist who didn't think cyclists should be on the road. Because we were riding single file, the motorist didn't see Bill's uniform when he started harassing us with his horn.

    He should have given the driver a ticket for Harassment..Then he would have complained to all his friends, thus spreading the word about bicyclists rights.

    This is awesome. I kind of wish the officer had made the driver pull over and give him a lecture about bicyclists right to be in the road.

    A part of me wishes we had made him pull over and called another officer to write a ticket. The guy was such a jerk. But we were on a schedule trying to get some video done for the program. Bill is a training officer, he was borrowing a department bike and didn't have a citation book.

    The guy was a jerk but I'm not sure that's a ticketable offense. Is there some law about unnecessary honking? I couldn't tell from the video if he was following too close. I have noticed that people who lean on the horn often follow too close.

    Most states have some variation of this, here is Florida's

    FS 316.271 - Horns and Warning Devices
    (3) The driver of a motor vehicle shall, when reasonably necessary to ensure safe operation, give audible warning with his or her horn, but shall not otherwise use such horn when upon a highway.
