ADB defines corruption as the abuse of public or private office for personal gain. The purpose of ADB's anticorruption policy, approved in 1998, was to reduce the burden corruption exacts from the governments and economies of the Asia and Pacific region. The policy had three objectives: (i) enable competitive markets and effective public administration, (ii) bolster explicit anticorruption efforts, and (iii) ensure ADB-financed projects and its staff adhere to the highest ethical standards.
