actually i used an animated matte.. its easier that way!
but it could be done using mask too..

yes, i used the vector paint effect..
its a fast way to do it.. you use a second layer, with the vector paint.. and that can be animated.. once you paint it over the graphic you want, you can playback exacly as you painted... and then use that as a matte to the graphic layer..
