Penni Padgett, the former Director of Housing at The Council of the Southern Mountains, shares the story of building new new homes off Route 52 near Welch. Padgett was emotional seeing all her challenging work come to life. "The problem with McDowell County is we spent $13,000 just crossing that road to bring water to this site because the infrastructure is so poor here the cost of the homes go up just based on getting water and sewage in," Padgett said. "We lost 80 percent of our housing due to flooding in 2002 and 2004. So this is a huge need for the people of McDowell."
