An ugly chapter of Oregon History is the years when our state believed people with disabilities should be locked up in an institution. Fairview Training Center closed 10 years ago and each year since, folks who work in the system, and many who lived at Fairview, come back, not to remember but to be thankful that Oregon no longer believes in institutions but instead, allows those with disabilities to live where they should live, in the community.
