  You may have seen this style from Motion Graphics Studio, MK12, just like Mig mentions. Their piece, “Brazil Inspired: Macho Box” popularized this technique among the motion graphics community.

  I used Adobe After Effects, and used the "Time Displacement" Effect. But instead of using a displacement map, I had the footage use itself as a displacement map, then I masked it, so the effect was only visible around the car. I also added a glow and a blur effect. Then I added lightning, and reflected light from the lightning by just making two blue ovals, feathering them, changing their blending mode, and wiggling the opacity. Last, I added sound effects from Apple's Soundtrack Pro.
