Baxter, outside of the Ontario Legislature regarding the need for accountability within the various children's aid agencies in Canada. In Archbishop Baxter's case, the Durham Children's Aid Society was exposed in court for malicious prosecution, perjury and blackmail. CAS workers attempted to hide the fact that the mother was abusing the children.
