Arthur has more than 10 years of film and television production experience. He recently wrote and directed Caleb’s Door, an independent feature currently being distributed by Around the Scenes. He's also line produced or UPMed twelve feature films, as well as numerous shorts, industrials, second unit shoots, and music videos. The features he's worked on have screened at the Tribeca, Riverrun, Los Angeles, Las Vegas, Lake Placid, Woodstock, and other film festivals.

Between 1996 and 2007, Arthur was a partner in ArtMar Productions, an independent production/education/consulting company. ArtMar offers script and budget consulting services, and produces screenwriting and filmmaking workshops. Since leaving ArtMar Productions Arthur founded Chaotic Sequence.

Arthur's spec script The Investigator was recently optioned by 21st Century Foy Productions, and his other spec Alienhood was a finalist at the Shriekfest Sci-Fi/Horror Film Festival.

Arthur has guest lectured at New York University and the School of Visual Arts, and holds a B.F.A. in Film and Television Production from New York University.
