You can't get 24p on the HV20 natively. It adds pulldown, making it interelaced 29.97. But some HV20 user developed a program called HV20 Pulldown, designed to convert it back to 24p, removing the pulldown. I've used this program since my very first HV20 video.

Unfortunately, Elements doesn't possess templates to work with 24 fps footage. So for all my pre-Pro videos, I would have to work with 30p timelines. Elements would then re-add the pulldown into the footage. I would still export as 24p, eliminating the added frames and making it technically progressive. But the pulldown is still there in the final versions, permanently marring them.

Adobe released some 24fps templates for download for Elements, but I could never get them to work. This is the major reason why I upgraded. Had Adobe included these templates, I have no idea how long it would have been before I upgraded. I probably would have spent that money instead on a better camera. And now, my HV20 has gone kapput.
