CELCIS is the Centre for Excellence for Looked After Children in Scotland. Together with partners, we are working to improve the lives of all looked after children in Scotland and beyond.
We are committed to promoting the rights of children in alternative care and our approach is driven by the UN Convention on the Rights of the Child and the Guidelines for the Alternative Care of Children. We developed Moving Forward, the implementation handbook for the Guidelines.
