This program is SECOND in a series addressing this question. Legislation to create a Preparatory Commission for a convention was held for further study and therefore not enacted into law. Secretary of State Mollis asserts he has the legal authority to place the question on the ballot in November 2014. Block affirms that this must be done as the legislature has failed to act on this and other important legislation. Discussion focuses on a wide range of questions and issues which might be part of the process and they express their position on these matters. In sum, Black and Mollis urge voters to approve of holding a constitutional convention.
