City Councilman Jack Young brings Police Commissioner Fred Bealefeld in front of the city council. He's there to explain a controversial policy change. The Baltimore Police Department will not automatically release than names of officers involved in shootings. Commissioner Bealefeld is reprimanded for not having better communications with city hall. Councilman Bob Curran gives the Commissioner and the Mayor high marks.
