On August 1, 2007, Runggye Adak, a nomad from Lithang, Kham in eastern Tibet was arrested for publicy calling for the return of the Dalai Lama to Tibet. Le 1er août 2007, Runggye Adak, un nomade tibétain, est venu exprimer son opinion devant le public du Festival hippique de Lithang au Tibet.
Son intervention été considérée par le Pouvoir chinois comme un « incident politique majeur ». Runggye Adak a été accusé de « provocation portant atteinte à la souveraineté de l'État ». Il purge désormais une peine de huit ans de prison.
