Sustainability, democracy and planning in France, the Netherlands, Spain and Sweden The underlying hypotheses of our research is that an important cause of and reason for the problems associated with institutionalizing efficient, legitimate and sustainable structures for participative network planning has to do with different notions of democracy. Participatory network like planning, we argue, is not easily reconciled with representative democracy.
