Velez has been making video art since the early 1970s. Originally from Puerto Rico he has lived mainly in New York City. His work is in the permanent collections of museums such as Museum of Modern Art, NYC; Stedelijk Museum, Amsterdam; Hara Museum, Japan.
His feature length experimental narrative: A Certain Foolish Consistency, premiered at the Walter Reade Theater, Lincoln Center, NYC in 2007.
Currently he is working on an experimental documentary about the people riding the NYC subways which will eventually expand to other countries.
