Yes and no (that's helpful isn't it haha)

The reason I think I know is because a while ago I broke Vimeo haha. I (like a few other people e.g. Si and Charlie Steadman and others) have been a member for a long time, and also spend a lot of time on the site. As a result, my collective likes from over the years went through the roof. This was too much for poor Vimeo to handle, so when it tried to generate my homepage, it broke and wouldn't display any of the graphics. This baffled team Vimeo for a while, but being the clever folk that they are, they worked out what was happening and limited the amount likes that get displayed to 1000. This fixed the problem and everything has been fine since. In fact one of the recent updates that team Vimeo made was to upgrade this to 2000 likes. So if you look on the profile page of anyone who has been on Vimeo for a long time, you'll see they have 2000 likes.

BUT it's important to stress that I can still like more videos. It's just that only the most recent 2000 that get displayed on my likes page. Also, if I un-like a video, 2000 still get displayed, implying that Vimeo does remember ALL the videos I have liked, it just displays the most recent 2000 to make it easier on the system.
