Playback navigation still bad after all these years

I remember years ago that Vimeo couldn't skip in the timeline at all. Now it appears to be able to, but it never works correctly for me. The videos will buffer and load. Then when I try to move to a certain part of the video, it's nearly impossible. The playhead will sometimes instantly appear way ahead of where I click - sometimes spoiling the story!

Likewise here. I can move the playhead forwards, but the video always plays from the beginning (though it reports that it is playing from halfway through).
