That would be governed by YouTube's rules, not ours. I can't speak on behalf of YouTube, but that sounds like stealing others' work and i'm assuming they don't allow it.

Hi Mark, you may download the video if that user has made it available for download. What you do with the video after that is not up to Vimeo. I recommend getting in touch with the user to see if it is okay with them.
