I believe the issue was that he didn't want to divulge information without apparent reason. He agreed to walk barefoot without knowing or being proven the validity of the ordinance.

I believe you are pre-judging him by stating that he's clueless and obtained his information on the internet. Moreover, the internet can be a valid source of information – it's how one interprets information that's important.

Diligently standing up for one's rights is not a crime.
