What happens when a billion dollar bookie goes bankrupt? For nearly 40 years Off-Track Betting was the only legal bookie in New York. Run by the city and state, OTB employed thousands, supported an industry, and took in billions of dollars in horse racing bets.

But decades of greed, corruption, and lawsuits left OTB bankrupt, the horse racing industry in peril, and killed thousands of jobs. And that was just the beginning.

This is the story of the rise of an empire, who benefitted from its demise, and how the workers and taxpayers ultimately paid the price...This is the story of Off-Track Betting.
