The videos are under a minute in length and they must be uploaded privately, they can't even be public for a second - could that be causing an issue?

Trying to upload a 37 MB video to my Vimeo Plus account. I used all the correct settings as seen in your exporting from Final Cut Pro video. I tried uploading from the desktop app and the basic uploader - they've all just been sitting on "The video will s
