            Hi Miss Essie, Ms. Aretha Louis was promoted to the position of "lead" in MCCS Janitorial about one year ago. Her understanding of what the direction from her manager is to make the employees work and earn their keep. During this time, she has made at least 3 to 4 complaints of sexual harassment and other complaints of racist remarks (black employees using the N word) with the ONLY documentation I have seen is a written record of a verbal counseling to the employee accused of sexual harassment. Aretha has not had even ONE verbal counseling, and has received excellent appraisals. She was placed on "administrative leave" on September 22nd, 2014, by a recommendation to her manager, by the NEW Director of Human Resources, She was not given the reason for being sent home, she was just sent home after Aretha's second line supervisor the one that is her actual boss, and told him to send her home on administrative leave... again...NO reason being given. If her actions and conduct were so egregious, why did her actual boss see these actions and take the action himself? It appears HRO THE NEW LADY in charge may be trying to make a name for herself and make Aretha a sacrificial lamb. During all 5 interviews, , she was still not given a reason for her being on admin leave, or any of the charges that were levied toward her. The Agency... Ms. Roher and Mr. Montes, refused to provide any information, even to her Union rep, Mr. Bill Wyman. With no insight as to the charges against her, it was impossible for him to properly represent her, so she was denied the ability to have proper Union representation, other than have a witness present. Ms. Roher's "investigation" tactics were manipulative in an attempt to trip Aretha up... asking the same question over and over, not allowing Aretha to get an answer out, and twisting her words around. Any time Aretha asked about what was happening to the charges she made against the other employees under her lead, and why SHE was the only one on admin leave, and stated she felt it was because she was a "woman of color", she was told it was none of her business. Ms. Roher also tried to interfere with Bill's rights to represent her, by telling him to get any other rep when he had to leave. After Bill insisted, she finally give in, but Bill had to provide case law to prove he was correct... the Union has the right to assign her a rep, by name, and she has the right to request a specific rep, which she did.... Bill! If Bill was not available, it is up to the Union who represents her, which is none of the Agency's business. It was AFTER Bill provided the case law to prove he was right when the "investigation" was handed over to Mr. Montes. Was Ms. Roher that upset she was proven wrong, and a lowly Union guy PROVED she was wrong and stood up to her? Or is that a coincidence??? In fairness, Mr. Montes did a fair job of questioning and did not make it appear that he was persecuting her, as was the case with Ms. Roher. However, it was made perfectly clear who he got his direction from... Ms. Roher! On Nov 7th, Aretha was to return to receive her "discipline". In spite of Bill requesting an extension because he was not available, the Agency moved forward in her discipline, stating Bill could get another rep. Although Bill made it perfectly clear he was her rep, and the Unon was not going to call in another rep that was not familiar with the case, the Agency went behind Bill's back and requested Mr. Steve Aguirre to sit in... going blatantly against what Aretha's Union rep stipulated, thereby interfering with the Union's right to assign a representative to the case. Bill was not aware discipline was going to be imposed that day until 8:45 that morning... not in enough time to modify his plans. So a BLACK, FEMALE employee, that has never had as much as a verbal counseling during the year she was placed in a leadership position, and had no complaints of any kind from her Immediate Supervisor "Shaw", her 2nd line supervisor Mike Johnson, nor anyone else in her chain of command, suddenly gets placed on administrative leave per the recommendation of the new WHITE Director of Human Resources who is nowhere in Aretha's chain of command, was never told WHY she was on admin leave, gets interrogated by Ms. Roher for 4 hours over 3 days, with no warning gets placed on 21 days suspension! This is the most blatant racism this base in 29 Palms has ever instigated. Because white employees do not like a BLACK FEMALE directing them in their job assignments, and those white employees have been reported to their manager several times, they white employees now conspire with the white Director of Human Resources because they don't like taking orders from a black female!
