    Several prominent members of the G.O.P. have put forth a new initiative to provide more economic opportunities for Americans -- Is this a real proposal or are they playing the Democrats? Florida Senator Marco Rubio has outlined a broad plan to replace existing anti-poverty programs with a block grant to states. The proposal includes two conditions: (1) that the size of the grants would be tied to state poverty rates and would grow with inflation; and (2) that Medicaid and EITC dollars would provide a wage subsidy to low-income workers in lieu of raising the minimum wage, leaving Medicaid only for individuals who are not working. The proposals certainly touch on traditional Democrat no-go areas; and would, at least indirectly, involve opening up Obamacare. Thus, as with most proposals in D.C., this one appears dead on arrival in the short run. However, after the election, with two years to run, Obama could conceivably enter into a Clintonian compromise with something like the Rubio proposal as a way to ensure progress toward his economic opportunity legacy. To paraphrase former President Ronald Reagan, a lot can get down in Washington if the parties don't care who gets the credit. There will be a two year window in 2015-16 for this Reaganism to come true.
