Then why does Vimeo have a section with the option to MP4 download, asking to to login which I did, and then getting the response without an explanation "why" causing this series of emails. If it restricted then it should so note it up front or not

This is a PBS video that was uploaded on the 13th. This would be my first download. It is on Vimeo's website and there was a note to login to download, which I did. Then it became grayed out with the note that I previously indicated.
