Professor and former director of the Graduate School of Information Sciences and Technology, University of Puerto Rico. First Executive Director of the Hispanic Educational Technology Service (HETS hets.org) a consortium of universities dedicated to collaboration and distance learning. Founder and manager of the Virtual Learning and Support Plaza and of the First Hispanic Virtual Congress. Previous academic dean at two universities in Puerto Rico. Ph.D. in Communications from the University of Wisconsin-Madison and a Masters in Educational Media from Temple University, and a Masters in Sociology from the Latin American Faculty in Social Sciences, Chile.
