  In Premiere, with something like this, you would simply simply right-click on the clip and set the speed to 500% or 1000% or whatever. Why all these crazy steps?

  I use Adobe Premiere Pro CS3, but any non-linear editing system like Sony Vegas, Final Cut, etc, will work. You just make a 24 frames per second project (or 25 or 30), and when you drop the images onto the timeline they are automatically spaced out correctly. You can then speed them, slow them down, or reverse them.
