BenjminJ commented on Lake Tahoe Milky Way Night Time Lapse by Justin Majeczky The stars are deformed because an aberration of the lens called "coma". This effect goes away when stopping down the lens -- the stars will become clean points in the corners of the frame too then. So it's not the ISS that you're seeing. :)
