Harold (Hal) Good, CPPO has been the Director of Procurement for Frederick County, Maryland for the past seven years. He retired as Director of Procurement and Contracting for the city of Palm Springs, California and Palm Springs International Airport in 2004, having served in that capacity for over twenty years. Hal held various materials management related positions at New York University Medical Center in New York City prior to moving to Palm Springs. He was also a regional director for Datamatix, an early federal, state and local E-commerce and E-procurement services provider.
Among his accomplishments, Hal served as president of the Airport Purchasing Group, (2003-2005) and he twice served as president of the California Chapter of NIGP. (1994 and 2000) He was awarded NIGP's national Distinguished Service Award in 2002. He has served on the national board of directors for both NIGP and NPI in addition to playing many roles on committees and task forces. Hal has been a frequent speaker and workshop presenter on subjects ranging from social media and E-procurement to construction contracting and public-private partnerships.
Some examples that Hal considers to be among his more noteworthy successful major construction projects are the following: Construction and major expansions of the Palm Springs Convention Center; the new Palm Springs International Airport terminal and runway projects, and the award winning Palm Springs Skate Park, which featured user participation in its design.
Examples of successful public-private partnerships include; the operation and management of the Tahquitz Creek Championship Golf Course by Arnold Palmer Golf Management, and the ongoing infrastructure improvement projects at the villages at Lake Linganore.
Prior to being elected president of NPI, Hal served as its Communications Chair. He facilitated the establishment of NPI social media groups and interactive presence on social media sites, such as Linkedin, GovLoop, Twitter and Facebook.
