More than a decade has passed since the implementation of the US Disaster Mitigation Act of 2000 and to date more than 28,000 communities have adopted federally-approved hazard mitigation plans. In recent years FEMA has prepared updates to its national guidance for plan reviewers and plan developers, and many communities are in the midst of preparing a third generation of local hazard mitigation plans. This roundtable discussion focuses on the successes and failures of these plans to achieve long-term risk reduction, with an emphasis on the challenges and opportunities facing local practitioners to create more meaningful and effective plans.
