It is a free and confidential database only available to local law enforcement agencies. It contains photos, crucial medical information and special care instructions for people with Alzheimer's and likely to wander off or children with special needs. It helps to know during a search if the patient is a non-verbal, doesn't want to be touched or would only respond to a certain name.
