Rebiya Kadeer is the President of the World Uyghur Congress. In 1999 she was arrested and sentenced to death by the People's Republic of China for leaking state secrets. Her lecture entitled "The Framing of the Uyghur Independence Movement: China's War on Terror" addresses the Chinese government's strategic appropriation of the US rhetoric of the War on Terror claiming the Uyghur as the 'equivalent' of Al-Qaeda. This rhetoric functions as a cover-up of the ongoing occupation of Uyghur territory and the persecution of its citizens.
