The first five seconds are a presentation of Katori Shinto-ryu at Meiji shrine by shihan Noda Seizan with one of his leading students, Asano Ryūbei (the only film I am aware of). The last ten seconds are of shihan Otake Risuke and an unknown student. Noda, a fiercely dignified man maintained a small dojo in Sawaramachi, teaching only a few students, and as in this example from the mid-1960's, only occasionally presenting his art in public.
