This animation was used in a live event. It was displayed within a PowerPoint presentation. The source material is digital photos at 1000x667 pixel dimension. The photos were made into a mosaic or photo grid using Adobe Bridge. The photo grid was brought into After Effects and animated using the Card Dance effect. This effect breaks a grid into individual "cards" which are then manipulated with a series of position and angle controls. These controls can be made to map to values corresponding to the luminance or other characteristics of another layer in the composition. In this case, I used a monochrome cloud image to randomize the Z-position of the cards.
