On May 5, 2010, the Subcommittee on Highways and Transit of the House Transportation & Infrastructure Committee held a Congressional hearing on the negative economic and environmental impacts of U.S. port trucking. The hearing focused on the unprecedented success of Los Angeles Mayor Antonio Villaraigosa's Clean Truck Program and the negative consequences of the American Trucking Associations' attempt to block key elements from being implemented. A port driver, labor union leader, environmentalist, port executives and industry representatives testified during the hearing. Subcommittee Chairman Peter DeFazio (D-OR) called for an investigation into allegations of "sham" lease agreements and misclassification of port truck drivers. Congressman Jerrold Nadler (D-NY) announced that he is introducing legislation to amend Federal Motor Carrier statutes so ports can enact and enforce Clean Truck Programs similar to the Port of Los Angeles.
