Xavier was asked to talk in Spanish because the language in Barcelona is Catalán; he kindly explained the following:
The homeless that we host at the jailhouse are normally individuals that came from abroad, most of them are forei...gners (not Spanish). They have no family, no job or savings. Once they are imprisoned their situation will get even worse as they are have no residence permit.
When they finally get out from jail there are two options: one is finding a livelihood for them in Barcelona or issuing an expulsion order to send them back to their countries BUT there are no return treaties for citizens of most of those countries and they are not welcome in their home countries either. Hence they end up stuck here with no means to survive and without the chance to get back to their countries, they live in a limbo: they can’t go back and they cannot stay as they are irregulars here.
