In 1968, redevelopment forced hundreds of Fillmore residents from their homes. The City established Midtown Apartments for the displaced, they were promised equity ownership. In 2007, tenants paid off the mortgage and the Board of Supervisors made a long-term plan for tenant ownership. Falsely reclassifying Midtown as public housing, Mayor's Office of Housing and Mercy Housing applied for $91 million in income-tax credit to level Midtown. There is no plan for tenant relocation. Meanwhile, the tenants were given 30-300% rent increases. If they don’t comply they will be evicted. Most are threatened with eviction if they don't sign a new lease. 65 tenants have gone on a rent strike demanding the reestablishment of rent control and the promised equity ownership.
