You can do the experiment yourself! Inflate a balloon moderately and prick it with a needle. You will obtain two large fragments. On the other hand, a highly inflated balloon bursts into a large number of shreds. Th first part of the movie shows the two regimes observed using high speed imaging (10 000 and 30 000 fps).
To study the fragmentation of a stretched rubber membrane, we have develloped a specific setup working with latex plane sheet instead of toy balloon. We can observe two similar regimes. (video at 30 000 fps)
