Both cameras are in P mode, auto ISO, manual (cloudy) white balance, evaluative metering. As exif shows, only the exposure time varies from frame to frame.
EDIT: Now that this video includes more accurate exif it is clear that the flicker on the DSLR is caused by much coarser steps in exposure time (~1/8 ev vs. ~1/32 ev). Also note that the meter on the S3 works fine in the dark too, but the camera is crippled by a maximum exposure time of 1 sec on automatic settings. :-|
