The scene of the animation is based on the idea of "neighbour TV" - reality show, where all inmates would have installed cameras in their household like in "Big Brother", so they could see all the other neighbours in TV and have fun watching them. This animation shows the situation, when nobody's doing anything else than watching each other, watching each other, watching each...
The animation is an experiment and shows how to interpret a principle of indeterminateness. That means, when you can observe one feature obviously (for instance video), the second feature (audio) is elusive. In this case the obviousness is dependent on the speed of playback.
