monty (guy with glasses) "hears voices" and is mistaking the voice of a common man for the voice of God. Monty interprets the words of jay-z as divine sounds taunting his sad and confused mind.
he personifies "The Tyger" (ref. to the poem written by William Blake), as such monty, unlike "The Lamb", questions-refuses to accept- the message of HOV (jay-z). Not in defiance, nor as part of accepting his natural self as "the creator" intended. He questions the "Hov" from confused and paranoid state-he hates the voices. This character-monty- is acting out the way god intended him to.
