For a host of reasons, rent control has never taken hold on the Peninsula. But with the booming housing market has come rent increases that some tenants – including school teachers, service workers and public employees – say is forcing them out of their homes. After months of debate, including efforts to resolve the issue by community task forces, two rent control measures were put on the November ballot – Measure Q in San Mateo and Measure R in Burlingame.
