This is a 4x4 LED test circuit based on the Texas Instruments TLC5940 16 channel LED Driver and an Arduino Uno to drive it.
The circuit has three TLC5940's, one for each red, green and blue. The colour value for first diagonal line is beaing calculated by altering the it's Hue by 5 degrees after shifting the values to the proceeding diagonal lines; this occurs once event 10ms.
The LEDs were so bright while filming this that it was causing problems for the camera's CCD, the digital distortion on the lense flairs were what the camera recorded.
