FEMA has provided guidelines to the storm shelter industry, but there was no actual Standard, until the non-profit National Storm Shelter Association took years to craft one. The NSSA 500 Standard for the Design and Construction of Storm Shelters was further developed and then adopted by the International Code Council. The latest version of this Standard is called ICC 500-2014. Producers of storm shelters, tornado shelters and safe rooms, who have chosen to become Members of NSSA provide an aluminum seal affixed to the doors of the shelters they provide, which affirm compliance of the shelter with this comprehensive Standard.
