Takamatsu is the main city of Kagawa prefecture on the north east part of the island of Shikoku, Japan. It is most famous for its Imperial garden, built around 1600. It's accessible from the central train station by train, bus or rental bike. Of course, the bike wins. It only costs 100 yen and only takes about 20 minutes. Make sure you stop on the way back to sample the udon noodles - this is what Takamatsu is famous for. And do check out the lighthouse at the end of the pier and enjoy the promenade and public space that is available on the sea front.
