Community Choice Aggregation allows local governments in markets served by investor owned utilities, including counties and cities in California, to procure or generate electricity, set rates, and implement customer programs, as an alternative to electricity provided by an investor owned utility. The county of Los Angeles is considering a regional community choice aggregation model to bring increased local benefits, including lower rates, greener power, local green jobs, and increased consumer choice.
