In this interview, recorded at the second seminar in our series of three debates on competition policy, which took place at the Nuffield Trust’s Annual Health Strategy Summit 2011, Professor Alan Garber, Henry J. Kaiser Jr. Professor at Stanford University, reflects on the factors that policy makers need to consider if they want to build a competitive environment in the NHS that will increase quality and efficiency.
Drawing on the US experience of stimulating and regulating markets in health care, Professor Garber argues that the NHS needs to pay more attention to getting the incentives right and building a regulatory system that allows some flexibility for organisations to respond to new technology and other challenges.
