- What are the functions of the preset toggles?

It can be set to anything. My guess it would either be differential, ERS-related or brake settings.

- Why did he manually toggle the DRS close? I thought it is automatically closed under braking.

DRS is still automatically closed under braking and below a certain throttle percentage. By toggling DRS manually just before braking, this allows for the air to reattach onto the rear wing, providing maximum downforce and stability under braking.
