On November 21, 2017, Amb. McEldowney, Director of the Master of Science in Foreign Service program, appeared on CNN's The Situation Room to discuss dissent among U.S. diplomats over Secretary of State Rex Tillerson's decision in June to exclude Iraq, Myanmar, and Afghanistan from a list of offenders in the use of child soldiers. McEldowney describes how much of the disagreement comes from the fact that this decision is seen as undermining the work of many in the State Department to combat the use of child soldiers. According to McEldowney, other options, such as a "waiver," could have been used to continue providing aid to these countries while still calling out their violations and abuses.
