In the state of Maryland, inmates serving life sentences with the chance for parole must have the parole approved by the governor. Only two other states have this requirement. Since 1995, the governor has not approved parole for even one inmate. Public Justice has fought to overturn this practice and see that parole is in the hands of the parole board, those who know the offenders best. This video creates the emotional appeal to judge each offender by their own merits and worthiness to be returned to society.
